Unlike in the United States, where lottery wins are taxed, and the full winnings are paid by an annuity over a period of many years or a reduced lump-sum amount is offered, European jackpots are generally tax-free (the lotteries themselves are taxed in other ways) and the winning jackpot is paid out immediately in one lump sum.

* SuperEnalotto is Italy’s largest lottery. On August 22, 2009, the jackpot was finally won. Since January 31, 2009, nobody had won the jackpot. The total prize money was € 147,807,299.08 (US$ 211,807,859.58) for a player of Bagnone (Toscana). This is Europe’s biggest jackpot for a single winner.

* EuroMillions is a pan-European lottery, with odds of 1 in 76,275,360 and a minimum jackpot of €15 million ($21 million U.S. dollars).

An official of the Bulgarian lottery said manipulation was impossible. A number of scientists and mathematicians have all been quoted as saying the chance of the same six numbers coming up in repeat succession is one in four million. But agreed that coincidences did happen.

Minister of Physical Education and Sport Svilen Neykov said the commission established to investigate would provide answers towards the end of the week.

The lottery organizers described it as a freak coincidence and pointed out that the numbers were drawn in a different order. They have similarly tried to reassure players and the public that the game was completely secure and fair.

The police investigation continues into this incredibly controversial draw with a joint police and government commission due to present its findings by the end of this week.

The public in Bulgaria have responded with a range of shock, curiosity, envy and suspicion to what Bulgarian Lottery Organizers have referred to as an extraordinary coincidence in the country’s national lottery.

For the first time in the history of any lottery, the identical six numbers were drawn in two consecutive rounds. Police have launched an immediate investigation though expert mathematicians that have since been interviewed have concurred saying that there’s no reason to believe that the games were rigged.

Initially the numbers were drawn on 6th September though there were no winners. Though when the identical balls were generated for a second time four days later, 18 different winners had to share the £82,620 jackpot.

Coming soon to a store near you: Scratch-off lottery game vending machines that allow players to skip waiting in line. The Florida state lottery is installing 1,000 ticket vending machines at lottery retailers across Florida, primarily supermarkets.

“It helps both our retailers and our players because it is a convenience for both,” Florida Lottery spokeswoman Connie Barnes said.

The state has not yet released its South Florida vending machine locations. The machines, only slightly smaller than a soft drink vending machine, accept bills only — no coins or credit cards.
